The colored people of Richmond and Manchester have, through their committee, called a conference of the colored people of Va. to meet March 14th in Petersburg. Their purpose is to concert measures for the campaign of 1881. Each township of a county is entitled to sene one delegate, and each city ward three. The committee boldly proposes a departure from the color line policy, and therein lies its good sense.
